Megatron did, I think he left it in for fun, to keep himself amused while Lugnut and BZ get other things setup, because in a bridge to far he makes use of Starscream's head!

That's because he isn't dead, you couldn't kill TFA Starscream, unless you remove the Allspark fragment that's lodged in his head, it somehow kept him functioning!

I wouldn't say it sucks, but I do feel it's overrated. Ultimately, all Transformer series have a number of continuity errors.
