It depends on the department. Most paid Departments down in Texas do have EMS on the scenes of fires. The only one's that usually do not are Volunteers, and that being because most EMS services with volunteer departments are county used.

@brendan129 EMS: Is Emergency Medical Services & PMS: is Paramedic Services. I think they should have some type of Medical service around when this type of things happens. The guy that fell off the ladder (My Friend Steven) actually had to get up and drive himself to a hospital.
