This is exactly what we're doing in Atlanta... the Beltway project, a 22 mile inner city light rail/trolly bike/walk path. it runs through multiple parks and connects with heavier transit. It's going to take a while, though but it's the thing to do, with condos and apts going up in the old industrial districts.
