I think you're taking him way to literal. His point is that we should learn another language. Not that we all NEED to learn Spanish. He didn't mean it so literally.

what the hell? Bush speaks fluent what?!! Dude tu es loco cuz Bush can barely speak English so Bush surely dont speak any fluent Spanish. In addition I want to add that I feel as Americans we can very well speak other languages and still keep our dominant language. If we could all read the Spanish subtitles we'd see this was pure satire. The subtitles ask "Have I lost my mind?"
Obama confuses a public purpose with private choice. Speaking languages is a great benefit to the individual, but for public policy we NEED to be able to communicate in the dominant language. In the USA one doesn't NEED to learn Spanish unless one wants to, but we do NEED to learn English to participate as citizens. Mr. Obama knows this, but he's pandering to an Hispanic audience.
