This is India, but big fucking deal.
Even the Japanese parliament has seen brawls within it. Ditto Korean, Taiwanese and other parliaments.
It's a legal ambiguity that allows them this, and the politicians know it.
Compare that with Pakistan. Why, look at the crook Zardari himself. The murderer got a declared mental certificate showing he is insane, to evade charges against him.
