Dog is not so easy target on its run ...
but yes a sniper would do 3 shots
1)dog 2)commander 3)Soldier
but I think the point was that enemy unit wouldn't infiltrate the base
they were recognised by the dog

dogs are a very easy target for an experienced marksman,+a sniper would have shot that dog dead before the commander let go of the leash from getting a bullet in his head

dogs are very hard to shoot, they run fast and low to the ground, and in tall grass like that are near impossible to see.

It's stupid to let dogs on long distances, there are better chances to be killed!

the point is:
look how much noise is going on in there, tons of gun fire.
its more of a courage test, with all the noise and the dog doesnt even know where its coming from, thats COURAGE.
