Idi Amin was an egocentric and flamoyant but ultimately sociopathic monster. The sketch is lampooning one very specific black man, not Africans in general, reducing the late Ugandan tyrant to a hopeless infant. The blackface is in this instance like a fake Hitler moustache. The writers and comedians involved are adopting the make-up to underline the absurdity of the (wholly inaccurate, but intentionally insulting) impersonation. You may or may not find it funny, but the intent is not racist.
