The reason behind the creation of the Dept. of Homeland Security is one that he built for himself, one that anyone with a regular coefficient would have done. Hurricane Katrina was a total failure of the nations Emergency response system, where the current government in power failed to save thousand of lives on a natural catastrophe that could have been prevented.

Bush had many challenges throught 8 years, such as 9/11, Afghanistan, Iraq, Katrina, stem cell research, etc. He dealt with these things better than most presidents. For example, he created the Department of Homeland Security. He also created the Northen Command after Hurricane Katrina and had active duty troops called up for rescue before the hurricane hit.
