It's a joke, guys. There was never a Dark Zero game in development in the 8-bit/16-bit era. They just released a Dark Zero game for the first time last year (for the Xbox 360) and made this 'retro' version for DSi, making up the backstory as a joke.
I doubt it. Probably just a story to make it a little more interesting than, "We made Dark Void, a next gen Game, but we also wanted to make a retro game in the same universe, so we megaman-ized it"

@TalesOfReason I don't see how its not? They recently moved their headquarters from Sunnyvale to San Mateo at least a year ago.
