This is a Mitsubishi Lancer Evo VI TME in standard JDM trim doing gymkhana (auto-x, for those Americans among you) for one of the renowned Japanese TV magazines.
Gymkhana has been around in America for a while (my dad can remember guys doing it in the '80s). Also, auto-cross and Gymkhana are different. Gymkhana usually involves going around, through and in obstacles (parking spots, 180 degree turns, 360 degree turns, figure eights, etc.), whereas auto crossing is more like a miniature, cheaper version of road racing. Beyond those two there is also auto testing and Motorkhana. All four of these are very similar, but have slight differences.
