A 1000lb bomb may have a bigger blast, but with GPS guidance, you get more precision, and thus can do the job with smaller ordinance. This allows an aircraft to carry more of these and address more targets. It also allows one to hit with less collateral damage. The bunker penetration is an additional feature on SDBs, but they can also be used in urban settings for contact and airburst. This also allows troops to be closer and thus quickly exploit a target after a strike.
