Man with the M4 sounds, you could make a GTA IV remake of the the 1995 movie "Heat" in the shootout with the 5-0 in the urban environment.

In one sense, it doesn't effect cars at all. In another sense without it, it seems fake when shooting at cars. Other than explosions and gunshots, it doesn't affect anything other - and only makes GTA IV better. Visit GTA4mods for Rain and Thunder Sounds as well. It's amazing.
I've also just released the IceNHancer configuration I've been working on for quite some time at GTAForums ENB Screenshot Thread. Highly recommended.

@ArmAVidz Why am I not surprised that someone else thought of Mann's Heat also? He's a suberb director when it comes to shootouts - not usual Hollywood magical crap!
Any idea how this effects some of the other realism mods, for example, cars?

@scottycard its in the "resident" file, which can be located here C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV\pc\audio\Sfx... but to open the resident file you need the spark IV tool as mentioned in the readme.
