How the Crittenden County Civil Rights Board was Established Justice Hubert Bass




The Crittenden County Civil Rights Advisory Board was established October 17, 2011 by Quorum Court Justice Hubert Bass, while serving as Chairman or Presiding Officer of the County Quorum Court; being the highest ranking elected official of the County at the time Justice Hubert Bass used his authority to unilaterally appoint and ordain the much needed Civil Rights Board. Justice Hubert Bass had been attempting to establish a Human & Civil Rights Commission by Ordinance since he served on the West Memphis, AR City Council (2001-2003) but met stern resistance from council members, even the majority black members resisted as a result of fear and being indebted to the political power structure who opposed the ordinance. After being elected to the Crittenden County Quorum Court in 2010, Justice Hubert Bass reintroduced the Human and Civil Rights Ordinance again on the County level. Justice Hubert Bass was again met with stern resistance and yet again from several black Court Justices from the result of fear and being indebted to the political power structure that is the privileged few of the County. Circumstances allowed Quorum Court Justice Hubert Bass to become the Chairman of the County Quorum Court for the October 17, 2011 meeting and at that meeting Justice Hubert Bass by the authority of the Presidng Officer of the Court appointed, commissioned & ordained a group of 7 private citizens, who were concerned about civil rights violations in the county and supported the creation of a Civil Rights Commission. Those 7 citizens became the newly established CRITTENDEN COUNTY CIVIL RIGHTS ADVISORY BOARD. Justice Hubert Bass, is doing all that he can to make Crittenden County, Arkansas a better place.
