I guess if you're doomsday presentation is right, then 25% of the people would be better of murdering the people that will imprison them for the slightest reason. I'm thinking things won't go that far. Not in a country where people have the right to bear arms, specifically for the purpose to protect themselves against a tyrannical government. If you live overseas, and are not American, then I guess it depends on who you elect in government. Better remember to vote next election.
