The explanation is at the very beginning where you can see Micky talking to Rock. I caught this idea in DBZ. Gohan beat Cell having the eye of the tiger on his face. But as a few years pass away, he turns out to be weak to handle Dabura. Gohan struggles desperately trying to remember his true fighting spirit and the fire, but it's all in the past. Vegeta can't forgive Gohan for this.
