Why would they splice there? Why not just do it down near the ground at least inside the box and out of the weather?

@nimrodi960 Technically this is not "high voltage" as it is only 120/240 Volts.

That's an old "open wire" service drop. Probably rated at 100 amps. By the looks of it and the mast, the house probably needs a service upgrade. New triplex from the pole, new mast, meter & panel.

The wires are a hazard, the exposed connections are a hazard, but only for anyone going near them. Why would anyone go near these wires, covers or no cover it is all dangerous. He was foolish by even placing himself and his fingers near these wires. The untrained person could copy this video and find he is on high voltage which would have arced to them

Nimrod - It's obvious that you have no knowledge what a home inspector’s responsibilities are or why this video was shot. Why is this an issue - let’s start with this one - a roofing contractor on the roof working the hazard would be present. At no time was my finger close to the wires – the camera angle does appear to have my finger close – I’ll give you that. The purpose of the video is to educate and make other aware of such hazards. Thanks for your input.
