OK DHS Worker Fired After 5YO Serenity Deal's Death. Sept 15, 2011. There is more fallout. As the criminal prosecution continues, Dep't of Human Services has now fired one of its case workers.
The medical examiner officially revealed Wednesday that the young victim in this case, Serenity Deal, died of an acute closed head injury.
Her father, 31 YO Sean Brooks, faces a charge of first-degree murder.
The little girl was in his care at the time but also in the custody of DHS.
A lengthy report released Thurs by DHS reveals why the agency is placing at least some of the blame on their own employee, a supervisor named Jennifer Shawn.
Page after page details what DHS says went wrong before Deal's death. The report outlines allegations against Shawn. DHS says Shawn was fired for multiple reasons, including dismissing warnings from other DHS employees about Brooks.
Shawn's attorney, Pete Serrata, says an excessive caseload for case workers is partly to blame for the decisions made for Deal. He says Shawn is taking the blame for a problem that is much bigger than DHS is willing to admit. He says Shawn was too vocal about problems at DHS and this is DHS' way to take care of that.
Serrata says, "She is a scapegoat. It is systematic. The problem is that people are too afraid to speak out about policy violations and policies that don't work."
But DHS spokesperson Sheree Powell says this case is not an example of a bigger systematic problem. July 14, 2011. Serenity Deal - OKDHS Caseworker Wheeler Death Follow Up, Wheeler Harrassed, Files Destroyed. Sources say a DHS caseworker, who police believe committed suicide, was being harassed by the agency. A former DHS supervisor says she believes Donald Wheeler's records may have been destroyed to make him appear responsible for the death of a child. Serenity Deal story gets more maddening at every turn. Aug 16, 2011. In Sunday's Oklahoman, Ann Kelley reported on details in Serenity's case that provide new insight into the internal wrangling within the Dep't of Human Services over where Serenity should be placed and the toll this ultimately took on one of the case workers. Tragic doesn't begin to describe it.
In a log she shared with case worker Donald Wheeler, the foster mother explained how Serenity cried and "said she never wanted to go with him" when she was told DHS was lining up more visits with Brooks. The mention of his name "makes her nervous and the mention of visits brings tears."
Wheeler was a 30-year DHS veteran who worked in Lincoln County. After the girl returned from a visit with her father with bruises and black eyes, Wheeler tried to keep Serenity from being placed with Brooks. "Wisdom would dictate that we as an agency be cautious," he wrote in an email to a supervisor in Pottawatomie County. Both counties were involved with the case.
Wheeler's concerns, and those of foster mother Donna Linn, weren't heeded. An email from Linn to a Pottawatomie County case worker was met with a response saying there was a bias against the father and that officials intended to place Serenity with him soon.
