(June 7)[Notes:ANCHOR VOICE] The shipping company that owned the barge that struck the Bay Bridge in San Francisco last November now says the accident was the government's fault. Regal Stone -- the boat's owner -- says the government should have never licensed John Cota because of his history of drug and alcohol abuse. Regal Stone filed the counterclaim Thursday, in response to a Justice Department lawsuit. The Justice Department claims Cota, and Regal Stone broke environmental laws when the ship struck a bridge support in San Francisco Bay -- spilling 53 thousand gallons of toxic oil. After the accident, it was learned that Cota had a sleep disorder, was on prescription medication and had two D-U-I convictions. It is something that Regal Stone says the Coast Guard either knew about or should have known about before the ship accident. In its filing -- Regal Stone says The United States Coast Guard failed to 'guard the coast' by failing to disqualify Pilot Cota and instead renewing his license. The Justice Department refused to comment about the latest counterclaim -- it has until early August to respond to the claim.
