Ignoring political double-talk for a moment. The UN isn't actually a world government. It was never intended to be a world government, and its practical effect is not one of a government. The UN functions largely like a treaty organisation. And before you get started on the ICC and ICJ, they have actual jurisdiction to the extent that states will willingly hand over those who have committed atrocities and crimes against humanity. The UN is not a government and it is not trying to invade anyone.
