@ktchiu1017 I've constantly updated this drive from a CC3x version [I think - can't remember what the last digit was], had constant performance, reliability and noise improvements.
[I have the 750GB version however].

Here's a 'SOLUTION' that has delighted me. I stumbled on the discussion here thanks to Google - I posted on the Dell forums on this topic this week, after buying a nifty Dell Precision with super-annoying Seagate Barracuda 1 TB. I unclipped the drive and suspended it in midair above the bay using 3 heavy-duty rubber bands from the postman. Silence at last - what a difference!

Haha I hit this point today, although not nearly quite as loud as this. Had two Seagate Barracuda 7200.12 HDDs (500GB & 1TB) and both failed on me. Just bought myself a Western Digital Caviar Black 1TB 64mb HDD and going to get Windows 7 to install fresh on. Let's hope this one doesn't fail on me. :P

i cant hear that over my exact same hard drive is too damn loud because of seek! going for WD or Hitachi

@harrycy you are totally wrong and you have no technical knowledge
First of all, power supply has nothing to do with HDD noise. The sound that you hear is called seek sound and its normal in high RPM drives. Second, its called firmware and not "frame-ware". Third, it runs at 7200.100 RPM. YOUR COMPUTER STORE SUCKS and you do too.

@omarsfx Return it as soon as you can. I should have returned mine sooner and would have if it'd given any indication it'd get this bad. I'm 90% sure this thing will be dead within a few months at the outside. I wish I could still return it. I did return the first one I had that made a really nasty sound on startup. Seagate used to be good, but they apparently really suck now.
Update the drives firmware, it quiets it down a bit. I have your drive in an iMac, and after the firmware update, everything was a breeze.

@electrotech555 It seems like updating to the latest firmware (CC49) does quiet it down a bit, though not as much as I would have hoped.

After this experience, I'm definitely not buying Seagate HDDs anymore. Luckily I now have a SSD for my OS and use the HDD for storage which lowers noise considerably since it is rarely under load. I thought this noise was not typical since Ive read reviews on newegg about how silent it was. I'm most likely buying Western Digital next time if I need a HDD.
