@BULLETH0leProduction Well the woman who said that was a Nord so maybe the "us" is referring to Skyrim's need to stay true to the people there (Nords) but it also needs to be a part of the Empire. After I heard that I thought about and replayed it twice to try and figure it out. This is my best solution.
