first you must have the 3 dogs in your party and a master ball, if you dont have a master ball you have to get his health to a low minscule and make him fall asleep then spam ultra balls.

FYI,u don't necessarily need the three legendary "dogs" to get ho oh. u need a rainbow feather to enter the shrine. and by d way,i noticed you wasted a lot of time finding the right way to ho oh.
