They could just as well kill all people over 18 because they spent too much time under Soviet regime and were therefore too communistic. Blah blah blah, the guy's full of shit. Yes, the Soviet SYSTEM was corrupt, but the PEOPLE were still there and dependent on its institutions. Schools are schools, roads are roads, houses are houses, there's nothing communistic about them. So to disrupt those in order to reshape the economy was just as unethical as Stalin's industrialization in the 30ies: make yourself a plan and force the population in it even if it's very unnatural and will cause tremendous human suffering.
