If foreign aid was the solution to the developing countries' problems, we will not be reading about a 100,000 beggars being removed from the streets of the Ethiopian capital in preparation of the Millenium celebration. This in a city where over 300 aid organization have their offices, the African Union headquarters and main UN African office are housed.
