Because the average American will only hear about things like MK Ultra and Philadelphia Experiment on tv shows like X-Files and Lost or read about them on fringe conspiracy websites, they naturally assume that that's all they are, 'theory' or 'fiction'. It's because the regular news only talks about these things as puff pieces or 'weird news story of the day'.
