I have seen similar systems, which have a pulley system. The pulley system allows the rack to rotate to a lower (perpendicular to the back of the hitch). This creates a much lower angle for easy of lifting.

This system has an angle setting too. There is a stopper bolt down low at the hinge that can be moved to diffrent holes and change the angle of attack. We tried a few settings and found it didn't work well if you had too much backwards angle for loading the kayak on. The result was the rack wont fold back up to the vertical position just at the critical moment of pushing the kayak forward and avoiding car contact with the hull. This would vary with diffrent kayaks and car heights.
