The FED is not a govt institution - it's a private bank corp whose chairperson is appointed by the President (and confirmed by the Senate). So as a non-public institution they are not obligated to say a damn thing.
Second, the reason they won't say who got what is that it would defeat the purpose of the bailout - to restore confidence. If investors see Citi got $40B they will pull out of Citi and the bank will collapse immediately and the bailout becomes useless. This whole clip is TPesque

american people need to learn how to protest again. where r the groups of people out in the streets with signs calling for transparency and regulation. i for one plan on organizing a protest in my town and i think this clip will help. we're getting screwed and we dont even pay attention enough to know it

Correction: It is not the federal government saying "we're not going to tell you". The Federal Reserve is not part of the Federal Government. It is a private institution. They are about as Federal as Federal Express!
