just found this album in my auction finds. minw doesnt look to be in as good of shape on cover, vinyl plays fine. Whats the value?

The pre-echo is caused by the margin control not being set properly by the mastering engineer. Just the slight pre-echo is acceptable, BUT could be entirely avoided if the engineer added slightly more space between the grooves at the beginning of the track.
