@concen a house-size instantiation of the model would not rock like the one in the video; just like a cruiser ship does not rock like a small fishing boat does.

what you need are stabilization gyros to compensate to wave movement.
You could have an inner shell with the gyro that is stable while the outer moves with the waves.
Same principal as the stabilization of the Segway using gyros to keep the rider vertical.

Windows oriented towards the sun collect heat. The windows oriented to the shady side can be made smaller. Modern double-glazing reduces energy loss. The only obligation for floating capability is to avoid any windows below the water-line. Less windows also gives more safety from hurricanes.
