I don't think the graphics are bad at all. The devs probably wanted to make their game look unique and make sure the comparisons to other games like fallout 3 are kept to a minimum.
Personally, I like it. It's stylish rather than just realistic.

It's not cell shading... it's concept art style, slightly different but still some people hate that kinda graphics ;o)))
