It seems as if there was some sort of attack on a government facility right there? Might explain the part with the shaky camera. My pick is the Orange Revolution a few years back (makes sense, if you look at the video quality). Probably sponsored by the USA and the New World Order.

@ivanthehackerful And how can you be sure about that? Can't you hear the language they are talking. It's clearly some "slavic" type of language. This video is probably from the Ukraine. . The green light you see, is actually it's display. Very easy monochrome display technology. Typical soviet style with mechanics and standard picturetubes.
