Proportionality in conflict cannot be judged by successful attacks alone. Suppressive measures on the part of one side cannot simply be stacked next to those attacks on the part of the other side that said measures fail to suppress. Such an approach grossly underestimates the magnitude and extent of the threat from Palestinian militants.

I agree with the statement "proportionality shouldn't just be on successful attacks" but you should realize it's not up to the occupied to become unoccupied, it's up to the occupier
