This is Puckleberry Finn. Puck like the one from Glee because he looks like he has a mohawk and Finn, also from Glee, because he has fins. Only because I'm a Gleek and it was just perfect XD
So I just got him a few days ago and I wanted to make sure everything looks okay.
1. I know his tank is too small for him. I'll get a bigger one soon.
2. Is his filter too strong? I blocked up a little bit of the filter because occasionally it looked like he was being pulled in haha.
3. Does he need an air pump or will the circulation from the filter be enough oxygen?
4. Every so often, he'll dig then swim to the top, dig then swim to the top. Does that mean the ammonium levels are too high and he needs to go up for oxygen?
5. I have flakes, but he has a hard time seeing them because of his vision. What kind of food do you recommend?

No, it looks like it has swim bladder disease. My fish has it right now /:
Buy some frozen peas, thaw them, cut off the skin, and feed him half of one. This works most of the time.
