It's a huge exaggeration.
At this point, Shatner has become so parodied in American culture that references to him are becoming even bigger exaggerations of an exaggerated gag.

They're making fun of how overdramatic he is & how Shatner in general overacts.
Plus, parodies can insert their own crazy antics in their spoof which is why he rips his pants & is all over-the-top
