Anthony Papa Manager of Media Relations for the Drug Policy Alliance and author of "15 to Life"(www.15tolife.com) smacks down Republican Senator Dale Volker of the 59th District for his prison gerrymandering on CNBC's Charles Grodin Show in 1997. Volker recently retired before new legislation that was introduced by Senator Eric Schneidman (D. 31st District) was passed banning this practice. Prison gerrymandering (PG) was an unfair practice that increased the populations of rural upstate districts with prisoners who were mostly from urban areas.
