the neutral and hot wires aren't spliced correctly

There is a copper wire hanging from ceiling but not a copper wire in new fixture...what do i do??

I worked on a fixture recently. Somehow the central screw thing abraded the hot wire and caused a short. The circuit breaker did its job and flipped off, at least.

Did you see that fixture wobble when he put that bulb in?!! Guess he needed a third set of hand to tighten the screws.
