This shows less of the mind of Regov and more how the law is not sufficient enough to fit all aspects that it is supposed to represent. For instance, they made those laws so, they would not have to use phosphorus bombs or whatever, but whenever there is a law put in place to stop something there is always the susceptibility to another attack or loophole, elsewhere.
