Hang on… if that's what happens if you shoot a timelord when they're regenerating, how come the Doctor died at the start of the series when River shot him?

@jamiewindsor as explained by others as long as they have already regenerated they can use the residual energy to heal themselves if they get hurt. the doctor grew back his hand for example. however, if you prevent them from regenerating then they die. river already regenerated and so she was able to, apparently, instantly heal the hundreds of bullet wounds that would have riddled her body.

-She didn't get shot while she was actually regenerating. The regeneration had already happened. She was 'still cooking', as the Doctor put it in Eleventh Hour. She still had a lot of that extra energy that she used to heal herself.

-The Doctor did start to regenerate, but the second shot killed him.
