I think what Rand Paul was saying was that the EPA shouldn't be able to say to legislature and the President, "well if you're not going to pass this we will." I think what he wants is for the department to have to clear it with Congress before it goes out and does something that may not be what the American people want. If they want to pass something, the citizens have to okay it (through Congress).

He then says he loves the white sand beaches and don't want to see oil washing up on those beaches. It is clear that an investigation had to take place and BP needed to financially commit to fixing the situation. Rand is now going to learn not to run his mouth so quickly.

Example: They'd rather sell tainted meat than chip in the money to keep their factories clean and provide protective measures to make sure human fingers didn't get mixed in.
