The reason he goes undercover as an old lady is because there were alot of muggers in that area targetting the homeless so walker and trivette wanted to catch them in the act.

Um....Carlos wasn't a Ranger, he was a Dallas police officer who specialized in being a detective (he's referred to, in the show, as Detective Sandoval). Kinda need to edit that in your description.
