The actions of a regime are not necessarily supported by the people. This is why governments lie... It's like the United States saying that they are fighting "terrorism." Sure, most people support that statement. If they found out the true motives; if they found out that the government has committed atrocities against civilians then of course people would think twice.

Germans were cruel to the Avars (but the Avars invaded first so Germany is not at fault here even though they were completely genocided), in Africa, during the 8-nation alliance, during WWI, WWII; so how many times do you have to be cruel to be considered cruel? The proof is there, it's not like it's made up.
