It was straw based horse manure that was about 4 months old. Not fully rotted, but enough.

I have never watered potatoes in my life.
If it is dry, mulch will help, but if you have plenty of organic material dug in, then you do not need to water, unless in a desert!

I hope your weather is better than ours. The tradition in England is to plant potatoes on Good Friday, which apart from Sunday when labour was not allowed, was the first opportunity the working man had to get out and work his plot. Today we had unseasonable snow,and my potatoes are still unplanted!
