Mario Kart DS Hacks: Green Shells Don't Move and Can Be Thrown

This code will make green shells throwable, and stop them from moving on flat surfaces. This code is server sided. Meaning others players will see the effects of this code.
For some reason, the movement stop gets canceled out on WiFi. But they can still be thrown.
I recommend using this code offline.

Can you make a 'Time Modifier' code where you press up to raise the time and down to lower the time? If you cannot make that, make a code where the time goes from 0:00.00 all the way to 4:59.99 but freezes there? So on wifi, the time will be stuck with one millisecond to go but the time is frozen. If you can make both codes, that would be great but try to make both of them ;)
