I don't remember this scene. Does this only happen if you DON'T kill him the first time you meet him?

@ZeldaFreak1987 Yes. Don't kill him the first time you see him. So, when you make it to his suite later on, you can coax him out of his bedroom. It also gets you a "Power to the People" machine. Good Luck.
