From 9/10/09-10/1/09, the Vermont Council on World Affairs (VCWA) hosted a delegation of ten professionals from the Buryat Republic as part of the Community Connections program of USAID. Their specific program was titled "Partnerships in Addressing Environmental Safety issues", and was especially relevant considering the ecological similarities between Lake Champlain and Lake Baikal.

During their three week home stay, the delegates met with government agencies, private corporations, academia, and nonprofit organizations to examine how they work together to safeguard the environment and promote environmental awareness.
