Sorry bro., these are car haulers. They are made double-decker style like you describe. I see these by my place all the time coming out of Seattle. They can fit a mass load of automobiles in these things. They are probably being stored there til when they need them. This is completely normal for any rail company.

those are car transports, most likely the railroad co's are gonna be choppin them up for scrap steel. since there is no more car market here, thats why there are so many of them. thanks for being viligant tho. but i dont think there is anything going on there. they will just do mass culling, using a combo of chemicals like the core-exit and also perhaps a binary bird flu.
