No, Bel is Misteor. People call him Misteor because there are a few pictures of him with the name Misteor attached. Misteor is the name of the artist who drew those pictures. Bel did have a twin, but stabbed him to death. His name was never mentioned though.

He's from Katekyo Hitman Reborn and shows up around episode 40. He comes in much later in the anime, too, but I can't remember the episode number. ;)
