Oh I see how the confusion happens. In Europe for some weird reason they swap around the commas and periods. So seven thousand four hundred and seventy five would be 7.4075

And the claim that it was ELF was made in a comment not the poster.

@mewrox99 Right, Nothing in the megahertz range is ELF. ELF stands for Extra Low Frequency and is between 0 and 300 HZ. Look at the Safety and Health topics US Dept. of Labor.. Our brain wave frequency is down in the area around 40 hz. The claim here is the 7.4075 kHz was at ELF frequencies. mewrox99 we are in agreement though we expressed ourselves differently.

Wrong. HAARP is 2.8-10MHz. It is in the HF band NOT the ELF band

@patrioticspace Just explain this theory because 2.45Ghz literally is 802.11b band, if you tune a radio to this frequency you will just be picking up WiFi transmissions. If you decoded them through Line Out of the audio for example, you would see the various packets sent. I'm not being narrow minded but that's just the technology.
Also normal people do not hear the ringing you describe so really... what else are you saying it is I don't understand :p
