I must have a different version of Youtube I am accessing as I do not see a link for for "watch in high quality." I see the volume control buttion and I see the button for enlarging the video to full screen. imediately below that is a yellow box with "This is a video response to President Barack Obama Complete January 20, 2009 Inauguration Speech (Part 2 of 2) " There is nothing in between.
I clicked on help and it basically says what you are saying but I see nothing there.

it would be nice if this didn't look like it was recorded with a cellphone. Why are all the videos on Youtube such low resolution now. Technology should constantly improve not progresively get worse.
