The Honduran Episcopal Conference is advocating dialogue as the means to overcome the serious political crisis currently underway in the country.According to the ZENIT news agency, Cardinal Óscar Andrés Rodríguez Maradiaga, Archbishop of Tegucigalpa and president of the episcopal conference, condemned in a televised message both the unconstitutional actions of deposed President Manuel Zelaya as well his expulsion from the country.The three powers of the State -- executive, legislative and judicial -- are legally and democratically in force, according to the Constitution of the Republic of Honduras, the Cardinal read in his statement.The episcopal message also explains that Zelayas constitutional situation was compromised when he announced the reform of the constitution. The document explains that according to Article 239 of the Constitution of the Republic, whoever proposes the reform of this Article will immediately cease to occupy his office and is unqualified to exercise any public function for 10 years. Therefore, the statement clarifies, when he was captured, he no longer acted as President of the Republic.The bishops have requested listening to the opinions of others, so that all sectors of society may enter true dialogue in order to achieve constructive solutions.
